E,
We all know that there are assholes everywhere who abuse their authority. Still it is important not to make sweeping generalization less we become very cynical and worse what you see is typically what you'll get. Thanks for wishing us luck! Smile

e, you said that without even a clue of what I meant, right?

I meant, in a nutshell, that I don't think politicians are the best of people to hang around (and be influenced by)...

I don't see a reason to renounce his Russian citizenship. Why close his doors for the future? I can say that I am very glad that when I got Canadian citizenship, my parents did not renounce their/my Russian citizenship. You see, in the end, we ended up moving back here. If we would have renounced Russian citizenship, it would have closed this door, and I am glad that this did not happen. Think about it - maybe in the future he wants to get find work in Russia or attend a Russian university - who knows? Why limit oppertunities. In any case, let him decide it when he is older.
You do not need a "propiska" leave the Russian federation! Before we moved back here, I traveled to and from Russia three times, all without any difficulty. All you have to do is register him at the Russian consulate in the U.S. They will put a stamp on the third page saying that he is registered in the Russian Consulate in the United States of America. This will allow him to travel freely and this means that the consulate will assist him in renewing his passport or anything else. It costs $90 I think.

You don't have to scold him for me. Let him say whatever he wants. Wanker is British slang. He's basically calling me a jerk. The feeling is mutual, I'm sure.

I agree with Paul and Vic. The governments try to apply too many rules and safeguards and it just causes problems. Not to mention it's inefficient and expensive.

I'll preface this post with saying that I'm hardly qualified to comment on anything about Russia, since I won't be there until August. Having said that, my personal view is that your son should make the choice whether to renounce his Russian citizenship or not. Again, just my opinion (obviously), but had I been a child with a dual citizenship "thing" I would have wanted to make my own choice.

Best of luck in getting it straightened out, however, no matter which course you take.

Well it looks like our son will remain a dual citizen atleast for now. The whole citizenship issue is complicated in Russia. They have new laws on citizenship as of 2002. I did some reasearch on the web on this. I think we all will be fine traveling with Alex on a zagran passport. We will go to the consulate office tomorrow and I'll let you know more. including what they have to say about citizenship! Smile

Final episode I hope!
My husband, ny son, my self and my friend Ilya who speaks Russian and is from a former Soviet Republic went to the NY Consulate office today. Firs6, it was rather interesting that the main door is kept locked by consulate officials. They apparently regulate traffic flow and I can see why! We were just lucky to enter the office when someone was exiting. There was a long line of people standing waiting to see consulate officials. I use a wheelchair and our young son was with us too. All of the people in line however were adults, 95% Russians. We wer very lucky because one of the consulate officials saw us enter and immediately asked us what our business there was. I told him we needed to obtain new Russian passport for our Russian son. This man was very kind and accommodating. He took charge and made people waiting in line get out of the way so that we all could go directly to the front and be served. Sometimes being in a wheelchair can pay off!

I spoke to the consulate clerk and told her we needed new passport and also to register Alex with Russian Federation adopted children list. She was pleasant enough and we passed alot of papers back and forth. I really felt like I was back in Russia. I was very nervous because I wasn't sure I had all of the original Russian documents needed. But we did have them after all. My friend Ilya was helpful as he was able to write in Russian on one of the forms required. I think the clerk would have helped me if Ilya wsn't there but we were not taking chances to do things right! The only small problem we encountered was that the 3 photos I brought for passport were not correct in size for Russian passport. So we were instructed to go and get appropriate size passport photos and return and pay our fees. This whole process only took about one hour! That is amazing. I know that most of the people in line wait much much longer!

It was a long enough day however, 6 hours total in car. The day was absolutely beautiful hopwever so we took a walk in Central park, then had a nice lumch before we left. I am just so glad mission was accomplished! Smile

When I went into my office today, there was a voice mail msg. from a Russian Official from the RU Embassy in Washington DC. i HAD PREVIOUSLY FAXED THE EMBASSY THERE A LETTER asking for assistance. This man left me his name and direct phone number so I called him back today. His name is Sergey Babakhim. He and I did speak about the passport issue and citizen issue. When I told him that we did go to NY yesterday and expect we will get the new passport in 2 weeks, he encouraged me to send him our papers so that his staff could expedite the process for us. He appeared to really want toi help us! I was very impressed. He said that in special circumstances the RU Embassy in Washington can issue a passport in one day even and unlike other consulate offices, they don;'t require a personal visit. Apparently each RU cONSULATER OFFICE HAS THEIR OWN PROCEDURES FOR DOING THINGS. Sergey confirmed this. In any event, I wanted to share this info. because while Embassy and Consulate offices are very busy, there are people who work there who are caring and dedicated people. It requires persistence to get through but once you do make the right contact, they are there to help you! I feel really grateful.

We also spoke about what is involved in renouncing one's Russian citizenship. He explained to me that it is very difficult. One needs to write a letter to the RU Embassy in Russian and explain why you wish to renounce citizenship. Then it goes to Moscow Minister of something. The process takes a year or so! At this time we are not interested in renouncing citizenship. Alex can make that decision for himself later on.

I'm glad that you've got that all sorted out. That must be a huge relief. I have been doing an unofficial survey amonst acquaintances w/ children adopted from Russia. Some of the agencies now do follow through with the families to make sure the children get registered correctly here, and families are aware of the Russian passport requirement. It's too bad your agency didn't. When I run into a family who is still unaware, I'll be sure to pass on all the info that you have garnered. Have a wonderful trip.
