This card would be used by a Russian speaking person in Kirov to place Calls to USA.

I can't find it on a map to see if there are access numbers nearby. From experience, most of the calling cards are awful. It is usually easier and cheaper for you to call them from the US. There are quite a few calling cards that I know of and there are some available through the link at the top of this page, but most only have Moscow access numbers.
