is it true that russians that vist the usa must have 1400 in csh on them before they can leave russia?

I'm not sure about the exact amount, but they do need significant amounts of it. The requirement is that Russians applying for a visa to US need to be "financially stable & secure".

You ought to go to the state deparement's website or the US embassy's site in Moscow to double check.

dennis06: This is certainly not true. I don't think they have the exact amount one is supposed to have. I know it's very difficult for russians to get US visa unless they can prove steady income and very close ties to their homeland (usually meaning, leaving children/close family, home/apartment behind). Just having a few thousand dollars won't help one to get a visa.

Also, an interview with a colulate/embassy officer is required. They can deny the visa for any reason and not provide any explanations.
