This is probably going to sound ridiculously complex, but my husband and I really need some input and advice. Here goes:

My husband is Russian, born and bred. In 1994 he emigrated to New Zealand where he attained NZ citizenship, and holds that passport. He never registered with the Russian embassy there, and this seems to be part of our current problem.

He never had an international "travel" passport. He was a sailor who traveled on his internal Soviet passport and his "seaman's book." In order to ever leave New Zealand again (to visit or otherwise) he had to get some sort of travel document, and at the time it seemed the easiest one to obtain was New Zealand.

In 1998, he emigrated once more, this time to the U.S. (where I am a citizen) and he now also has the US Green Card.

He contacted the Russian Embassy here to inquire about getting his Russian passport. They don't want to help him with this, and seem stunned and a little confused that just an "Average Ivan" has NZ citizenship *and* a US Greencard.

Is there any other approach we might take? My husband is happy to live here in the states, but wants his native citizenship restored. He has no affiliation with NZ nor the desire to live there again.

Would an immigration/international lawyer be of any help?

We were told that one way he might be able to have his passport updated (I just found out that the old Soviet internal passports are now expired) would be to travel to his last city of residence in Russia and apply for the new version of the internal passport, then get his travel passport. I was told this process would take approximately two months.

We would be deeply grateful for anyone who can offer advice.

Are you anywhere near the major Russian communities in the US? If so, you might want to look at a US based immigration lawyer, who also deals with people from Russia.

You can probably find some in the www.RussianNY.com yellow pages. Unfortunately, I don't know of any specific one to recommend.
