I'm writing to ask for advice about what to do if you managed to clear customs without a migration card. When I flew into Domodedovo, I was not issued a migration card on the plane, nor were there any cards in the airport. I took this to mean that perhaps the Arrival / Departure Card was the new migration card, since it contained the exact same information. The customs officer let me through without a migration card, and I didn't discover that this would be a problem until days later when I tried to register.

Anyway, I managed to register at OVIR with the help of my sponsor. I am now wondering what will happen when I try to leave the country at Domodedovo. OVIR and my Embassy said there would be a fine, and British Airways has been no help at all. Can someone advise me? How much is the fine? Is it likely that I will be delayed for a long time? Is there a way to clear this up with customs well before my flight?

I think you will have no problems, especially that you're leaving from Domodedovo, who didn't issue the migration card for you. So, everything is completely legal.

In case you want to talk to customs before, try these phone numbers (all Moscow 095):

504-0233 (border control)
967-8412 (immigration office) - I think this is the best one
967-8121 (consul department)

They might not be opened on weekend, so if nobody answers, try on Monday.

Thanks for the advice. I'm home now, and I just thought I'd follow up, in case someone else finds himself in the same position. In short: you were right. I got through customs without any problems. They didn't even ask me about the migration card (or lack thereof). On my next trip I will definitely fill one out, though.

By the way: the phone numbers you listed are correct, I think, but I wasn't able to get through to any government official. It seems they don't like to pick up the receiver.
