I currently live/work in Beijing (have visa/residency). Am I better off mailing my passport and documents to Shanghai for a tourist visa? Do they accept applications by post?

Yes, we have received reports from travelers that it's easier to obtain a visa in Shanghai. I don't know about the mailing though, are you sure your passport won't get lost on the way?
