I didn't realize it until I called the Pushkin Institute of Russian Language, but the reason why my application was denied is because my passport has to be valid for 1-12 years after my proposed exit date, Take note because you may not have to scramble to a consulate to get someone to stretch the expiry date in a rush. I haven't seen this notice of this policy, but it's enforced apparently.

I don't suppose the US visa rules are any less demanding of foreign applicants.
