The Consulate webpage says the following in regard to what is needed with the application: " A standard covering letter from your travel agency in the UK (for the tourist agents only)."

I've got a Chinese visa and intend to take the train to Beijing, but my invitation is for St. Petersburg only. I realise this won't be a problem once I'm actually in the country, but I am wondering if the consulate will bother to look at the Chinese visa and try to put two and two together? I'm pretty sure I'm overreacting on this one.

Does anyone have any experience about what this cover letter means? I've been told by a few people that the DC consulate frequently turns down applications without itineraries attached. Should I just include a note with my application that I plan on enteing and departing Russia via Tallinn around the dates given by my voucher from the hostel?

If you want to travel through Russia as a tourist then you need a tourist visa and if you want a tourist visa then you need a tourist invitation from a tourist agency known to the Russian Home Office (Ministerstvo Vnutrennykh Del).

And if you don't have support from a tourist/travel agency in Russia it may be difficult or impossible to get train tickets.

If I were you I would contact the WayToRussia people in the visa support section and ask them directly. Those of us who travel freely around Russia without itineraries are almost always using a multi-entry business visa.
