Just asking this out of curiosity.
Say someone was to obtain a 3 month business visa in Russia to teach English yet instead of teaching English they just went on a sex tour of Russia instead, thus deceiving the Russian Government as to why they entered Russia. Can this person be excluded from ever getting a visa again? (I am sure most of you know who I am alluding to here when I write this)

Yeh, probably from both countries. The home country and the visiting country. I would guess the person has initials like WW or something similar.

The person could be classified "Persona Non Grata" which means person not welcomed. The ambassador from the home country could pull the person's visa if the visiting country was not happy with the behavior of the person.

Visitors have the have permission of both home and visiting countries, and in the case of US citizens it is at the discretion of the US ambassador to that country. The US ambassador can pull any US citizens visa at any time for any reason.

If, for example a Russian governmental official complained about the conduct of a US citizen, the US ambassador could pull the person's vias and order them to return to the US.
