On the visa application I am asked for the dates of entry and departure. I have read it's a good idea to have a few extra days on your visa in case one's flight is delay into the next day. If the application asks for specific dates should I put the dates written on my ticket or can I extend my departure date to be safe? If my ticket departure date is different then my application departure date will this cause a problem?

I am traveling 04 November till 09 November. If my flight gets delayed until the 10TH, will there be a problem if I go beyond the listed departure date on the visa?

You would not have a valid visa if it expires on the 9th and did not leave until the 10th, add a couple of days on your application, you can leave anytime before your visa expires.

If you have a 30 day tourist visa then you are fine...you have a 30 day travel window

For visas issued through the Russian consulate in Washington DC, an extra day is routinely added to the beginning and the end of the requested travel dates. This covers airline delays etc. If you have already gone through passport control when your plane is delayed, I guess you can stay in the terminal indefinitely (anyone see "The Terminal?") I can't say whether this is routinely done by other consulates.

Also, while a tourist visa can be granted for up to 30 days, it is only good for the dates actually printed on the visa, the term of which is usually much shorter.
