I'm really interested in doing a budget trip to Russia by flying from London to Riga or Tallinn and then getting a bus/train onto Russia. I see Visa Support documentation can be provided from this site for $30. How does this work if you don't make a reservation though the site? Also, it says on the Russian Consulate website that a "standard covering letter" is required. Is this provided as well for the $30 fee?

Am I right in thinking that a tourist visa would end up costing about £50/US$70 for support and application if you apply in advance?

You can just apply at http://waytorussia.net/Services/VisaSupport/Tourist.html for a tourist visa support. It includes reservation confirmation and travel voucher (cover letter). The price is $30. Maximum validity is 1 month.

Then you will also need to pay to the consulate for the visa itself. I think at the moment it costs £30.
