Hi, I work for a Belgian university and for the next three years I will be conducting academic research in Southern Russia for which I will have to travel regularly to Rostov, and other cities in the western part of the North Caucasus.
Because I do not want to bother my Russian colleagues of local universities with multiple visits to various offices of the Ministry of Internal Affairs for invitation letters etc, I would like to know whether there is a possibility of obtaining a multiple entry year visa for visiting southern Russia.
Are there any special regulations regarding researchers and other scientific personnel?
Will it be enough to get a letter from one of the universities I will be working with, or is it safer to apply for a bussines visa invitation letter through one of the issuing companies in Russia?

There is a special regulation for EU citizens who travel for scientific reasons. It was only introduced on the 1st of June and is not widely known published yet. See http://www.delrus.ec.europa.eu/en/cis_11.htm .
Even multi-year visas are mentioned, but only after using up two normal multi-entry visas for one year. |

As far as I understand to get visa you need invitation letter, might need HIV test (if it is a one year visa), passport valid for the time of your visa + 6 months (or might be only three, check it on the web site of the Embassy), 1 passport photo, correctly filled application and travel/working abroad insurance. I don't see any reason why you shouldn't get one year multiple visa as it seems to be clear that you will be visiting Russia frequently. Just indicate clearly the approximate dates you're planning the visit the universities, where will you be staying (just put the address of university if you don't know the place of your accommodation yet), why are you going there etc (this goes both for the application of the invitation at your partner universities and the visa application form). If you have research plan or what ever that indicates the days when you're supposed to visit Russia. If the document isn't in Russian, get it translated (especially for the application of visa invitation letter at the partnership university - staff at embassy should have some kind of understanding of French/ Dutch -atleast in Belgium). As what comes to invitation letter the staff at the partnership university in Russia should know how to make you a proper invitation and it is not the thing for you to worry.
According to current information in another thread you should get one year multiple visa for scientific/research purpose:
2. Diplomatic missions and consular posts of the Russian Federation and of the Member States shall issue multiple-entry visas with the term of validity of up to one year to the following categories of citizens, provided that during the previous year they have obtained at least one visa, have made use of it in accordance with the laws on entry and stay in the territory of the visited State and that there are reasons for requesting a multiple-entry visa:
a) for members of official delegations who, following an official invitation addressed to the Russian Federation, the Member States, or the European Union, shall participate in official meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of one of the Member States or the Russian Federation by intergovernmental organisations;
b) business people and representatives of business organisations who regularly travel to the Russian Federation or the Member States;
c) drivers conducting international cargo and passenger transportation services between the territories of the Russian Federation and the Member States in vehicles registered in the Russian Federation or the Member States;
d) members of train, refrigerator and locomotive crews in international trains, traveling between the territories of the Russian Federation and the Member States;
e) persons participating in scientific, cultural and artistic activities, including university and other exchange programmes, who regularly travel to the Russian Federation or the Member States;
I wouldn't apply for business visa in your place, after all you're going there for scientific research, not for business. Just cross the scientific/research in your application.  |

There could be (at least) one obstacle. In the agreement it is also written:

Does it mean that they shall not issue a multiple-entry visa, if the applicant did not obtain a visa during previous year? |

| I am 99,9% sure that they'll issue one year multiple-visa for scientific/research purpose. If not they'll admit 6 months visa and then after six months you can apply again. Take a copy of the invitation and ask if you can re-use it. Especially if the inviting University is well known and respected in Russia there shouldn't be a problem. Anyway, one should try. |
