Many of them report frequent harassment by hooligans and just regular people making racist comments. Russia is not known for tolerance to non-russians - unfortunately. If I was black, I would never go to Russia.

It seems to be largely condoned in Russia as acceptable, otherwise it would not be allowed to take place on such a large scale with university students. Wasnt there some mention more recently that Putin thought about putting "panic buttons" on the streets in certain areas due to a high rate of attacks against people?

I think, that it isn't Putin's idea. Most likely it municipal authorities's idea. This buttons installed basically in Saint-Petersburg, special for tourists.

If I was a black guy in St Petersburg, I would spend my whole vacation right next to that panic button

I only saw one black person on the metro and didn't see any in other places. Recently though I did see a video on the first blacks in the Russian Army...that's gotta be rough for those guys.
