But when i called the NY russian consulate they were closed but it says you need one application and one photo. They are closed on weekends so i didnt get a chance to talk to any assistance, just a recording. Does anyone know for sure how many applications i have to submit and how many pictures??!?

If you send them 1 application and 1 photo and they require two of each, they won't accept your documents. But you if send them 2 applications and 2 photos and they require only 1 of each, they will process your visa.
