If you're talking about the disinfectant rubbing alcohol, no. Rubbing alcohol is not available at all in Russia. 50 cents a gallon in America but you can't buy it here. Russians have a tendency to drink any kind of alcohol they can get their hands on, whether it is poisonous or not, so the government does not allow rubbing alcohol here. People drink the stuff then get sick and die.
