Help, I am trying to find out how I go about getting a place to stay in Kushva gorsovet I am going on a surprise trip to visit my fiance who is visiting her parents, I have never met any of her family or been out of the us, I don't want to be a burden on her or where she is staying so I need to find a way to find a place to stay there, please help

Are you sure it's just an innocent surprise?
First of all, Kushva gorsovet ! Gorsovet is not a part of the town's name. That means you've got this name from Olya's documents. Kushva gorsovet is something you could find in her passpost, propiska stamp...etc. So, did you look it up yourself or she told you that that is where she was from? Interesting surprise. Are you sure she will appreciate it? You should know that Kushva is a tiny mining town with something like twenty thousand people living there. So as soon as you will step off the train; on the other side of the town people will know what you've had for breakfast.

personally I do not think she will appreciate the surprise...but just my humble opinion

Even if you find a place to stay, her parents will be obliged to throw you a banquet (of sorts) when you visit. It is a tradition and it can burden small town folk. Receiving a guest is a huge thing in traditional Russian society--first of all one has to be invited. So think.
