Hi,

I've heard a rumor that there's legislation on the table to make it so that foreigners can only live in Russia for three months out of any given six month period. Please say it isn't so! And if it is true, could you tell me the specifics: who it applies to, ways to get around it? This would be especially painful for me -- I'm married to a Russian!

And thus eligible for temporary living permit, that is not affected by 3/6 months rule.

Right, but aren't those totally inconvenient? I'd rather not get one. What I'm really asking is, is this going to become a rule? If so, does it affect all types of visas?

Yes, this is the new rule..
It is a working permit or temporary residence.

Some info:

What is permission for temporary residence in Russia?

The institute of temporary residence has existed in Russia since 2003. It enables a foreign citizen to reside on the territory of the country for three years. Each year the Government approves a quota of foreign citizens which will be able to process such permission. For the year 2004 this figure was made up of 205 633 persons. There is also a category of foreign citizens, which will be able to process such permission for temporary residence without taking this quota into consideration. For example, those married to Russian citizens.

The 90 day out of every 180 day thing applies ONLY to EU passport holders. European countries not signing this agreement with Russia were: the UK, Norway, Denmark and Cyprus. Passport holders from those 4 countries are also not beholden by the new visa requirement.
