What's up with the email systems of the Russian embassies/consulates? On average 9 out of 10 addresses listed on http://www.rusembassy.org/ bounce with a mail delivery failure of various sorts (route not found, host does not exist etc), mailbox full or some other error indicating the address is out of date. Believe me, I've tried some 20-30 addresses.

One would think a working email communications channel would easen the burden of phone calls and busy signals... but then again, maybe they don't WANT to receive emails?

The lack of customer orientation at embassies/consulates (in general around the world, and Russian in particular) likely draws from the fact that they don't work under competition -- no matter how bad the embassy/consulate customer service is, they won't feel the heat like someone acting on a competitive market, which is what reality looks like for the rest of organizations.

Maybe it's a security issue?

I don't think www.rusembassy.org is an official site. You can usually get working email addresses off the inidvidual consulate websites. But whether the consular staff will bother to answer any emails is another matter.
