Okay, I probably need to get on to the consulate on this one.

I'm in Japan and a British citizen. You can print off a British application form for free from the web, however the Japanese form will cost 1000 yen. Can I just take a British one and hand it in to the consulate in Japan?

I'd expect there's a website for the consulate in your country. I went to the London consulate site and downloaded an application form in PDF format and just printed it out. They're only one page.
