The boots however are and so I know this to be a somewhat recent photo. But the mis matched and oversized uniform suggest he is in fact an Iraqi or middle eastern soldier. But the photo is funny and the suggested joke is too. Cool now I know that the plural form of moose is well...moose. I think George Carlin had something to say about this.
