She has already left for USA so the fate has already made arrangements therefore it'd sound more like Destiny has arranged so that I had to leave my native land and immigrate to the US

The correct translation of the russian phrase is that she has already left. That's how she has written in russian. As if in the past. So the translation as per my post above
