Probably been asked a million times but are mosquitos going to be an issue in St Petersburg at the end of this month (Sept 21 on)? I don't want to spend another $20 on sprays and insectocutors unless i have to...

No problem. Even if there are any you will easily find anti-mosquito sprays and stuff in St. Petersburg.
