So, what do you think? A return to the nostalgia that was the USSR, or just a good crime fighting tool? Anyone have experience with this street patrol?

Neither first nor second. I had an expirience with soviet time street patrols. They were effective when they had support of the police. The typical command was one policeman and group of mens. Law gave them right to use force against violators of public order. They weren't armed so they weren't able to prevent a real crime but they were very helpful against hooligans, extremely drunk ill-behaving people, etc... Without police and government support this initiative is going to nowhere.

I don't know why they say: "We should be working on those issues that the police simply don't have time for, like small street crimes and crime prevention". I have had to call a police few times in order to prevent small crimes like drunk and agressive neighboor beating his wife or angry customer in a store and they were in full force (yes, body armor, helmets, AK's) in matter of minutes. I was surprised by their speed.
