I am an american and need to obtain a Russian visa while I am outside of the US traveling. Are their visa friendly cities to obtain my visa i.e. Latvia, Belarus???

Several people asking similar questions this week...

If you are in a 3rd country (not the U.S. or Russia) for more than 90 days, and have some official long-term status (legal residency, work permit, student visa, etc.) that you can prove by documentation, then you can try to apply at a Russian consulate in that third country.

If you cannot document that you have an official status in the third country for 91 days or more, then you can only apply at a consulate in the U.S.

If you don't wish to return to the U.S., can safely manage for several days without your passport, and don't mind spending plenty of money, then IN THEORY (I am not recommending this!) you could FedEx your passport to a private U.S. company that processes visas, and have the passport shipped back to you.

that strongly implies that a U.S. citizen CAN apply for a Russian visa from the United Kingdom.

I have looked at websites for Russian consulates in many countries, and this is the first country in which I have seen the possibility for a person without citizenship or some kind of "resident" status to apply there (aside from Europe's Schengen treaty countries, where a person from any of these countries can apply at a Russian consulate in any other treaty country).

If you can spend 2+ weeks in the U.K. waiting for your passport to be processed, then this appears to be a live option. Of course, I would contact VFS Global (the private company that handles Russian visa processing in the U.K.) to confirm that you can really do this.

Maybe there are other countries in which this is possible... does anyone in the forum have any information/experience?

u need a visa to go to belarus !

u can get a visa in riga. just be ready to spend a few weeks there !

Are you a U.S. citizen, non-resident in Latvia, who has in the past couple of years gotten a Russian visa in Riga, or do you know such a person?

I'm not doubting you, I'd just like to know the source. If a U.S. citizen makes travel plans on the assumption they could get a Russian visa in Latvia, it would be great to be able to confirm this -- perhaps there is a website, or document about the consulate's policy?

I have known countless people here who usually go to Rome or to Kiev to get new visas. As for other cities I do not know but i know it is possible at both places.

For clarity -- the people you know who got visas in Rome or Kiev, were they U.S. citizens? Do you have any info on how long it took them to get their visas? Were they (officially) in these countries as tourists?

I'm curious on one more point: in Ukraine, what preparations would be necessary to manage as a foreign visitor without one's passport, while it is being processed by the Russian consular office?
