Is it even legal for them to do so? Usually, a work visa starts with a relationship that you have with a business over there. If they decide that they want to hire you, a big process of bureaucracy and paperwork is needed, to apply for the work visa. During these bad economic times, most governments want to protect jobs for their own citizens, and may be very reluctant to issue visas that allow foreigners to take jobs that otherwise could have been filled by citizens.
