I would appreciate your advise regarding an issue I have in obtaining registration in Moscow.

I have a 1 year multiple entry business visa that was obtained through a travel company other than yours. I understand the 3 day rule, which comes to stand in 1 day's time. I have been in Moscow since 30 Dec, but because of the holiday and weekends, am still within the 3 day business days rule.

I have used a company in Moscow to take my papers for registration, however the UVIR office refused to do so, because I did not have the immigration paper. This was not given to me on the plane, and passport control did not ask for it.

I have been to trhe airport and have spoken to practically everbody that can help - including all Aeroflot offices, passport control officials, and immigration control officials. After much enquiring and persuasive talk i managed to get an immigration card from passport control, and was told to go to immigration control for a stamp on it, just as there is on my visa. Immigration control insisted that passport control was the only place for this stamp. I eventually managed to speak with people in passport control (there are many of them) and they accepted that they can make the stamp. However they refused to do so - saying that many days have passed (approx 10) and that they cannot do so after such a long delay.

I am now unsure what to do. I spoke with the Consul in the British embassy - who advised me to go to UVIR in person, and that they will try and persuade the officials to make a registration. Unfortunately there is also a problem with this - I am not sure that the sponsoring company through the travel agent will give telephone number details etc that the Consul wants in order to speak with UVIR. Also the address I am staying at is with a friend - who does not own her appartment, so she cannot give an invitation letter. For this she needs to talk with her landlord - who will probably oblige - but who knows?

I wanted to use a company for making registration as they provide a legal address, but if I go to UVIR in person on advise of the embassy, of course I cannot use this company, as they do everything - including doing the couriering etc - of course for a fee (35 $).

I am unsure how to get a stamp on my immigration card. If it can be done - things will be easy - just use the courier and registration service company. If not, then i can't even see how a hotel booking for one night will obtain a registration for me. (I understand the law that says that a hotel can register me for more than the actual period of an initial stay). How can they do it without a stamped immigration card?

If all else fails, I can only see 2 ways around the issue - either pay a fine for loosing the registartion card, hopefully get a letter from the visa sponsoring company that this is the case, and then acquire registration - or leave Russia for the cheapest flight in any European Union country and then then immediately return making sure I have a stamped immigration card.

What do you think?

I must say it is silly that I have made all attempts to have the correct document within the legal time frame - but Russian officials refuse to let me have the necessary stamped document in order to take my papers for registration at UVIR.

Multientry is the key here. You want to be able to return without hassles. The quick trip to Europe (and fine for lost form) sounds best to me. When you return you will be properly registered.
