Hello,

I have a few questions regarding visas. I have done a lot of research and no place are these issues addressed that I can find, so I hope someone can help me.

I am planning on relocating to St. Petersburg next spring/summer (2004), and I can't wrap my head around the most visa-logical way to proceed. I will be looking for work while I'm there (if I don't find something before I arrive). My questions are as follows:

1. If I arrive on a student visa and acquire employment while there, do I have to return to my home country in order to *switch* visa status to a business/employment visa? Or can the employer + Russian government make it "okay" for me to stay on?

2. If I try to apply for a business visa at the outset, can I also study while I'm there job hunting?

3. If I apply for a business visa, do I need proof of actual job work/employment while over there? (ie payment for services)

3b. If so, is it enough to be working for an American company based in the U.S. but who needs research done in that Russian city?

3c. If I arrive on a business visa and later recieve employment from a Russian company... same question: do I have to leave the country to change visa status?

4. For the other posters on this board who speak of buying property over there -- how in the world can you do that, and get past the 3-month visa limit? Is there something I don't know? It seems to me no matter what your status --private/business/tourist -- nothing aside from studying allows you to stay there more than 6 months without leaving the country. (but I dont know about marriage)

5. Just for my information -- if a non-Russian citizen marries a Russian citizen, do you have to repeatedly book multi-entry year long visas in order to stay in the country?

1. I don't think you can get officially employed being on a student visa. Some companies may give you a job, but not officially. You will need to travel outside of Russia to get a NEW (not "switch"!) business visa, preferably from your company, if not possible, then just any business visa.

2. If you mean whether you can apply for a business visa while you're in Russia, no. But while you're in Russia on a student visa you can apply in a travel agency to get a business visa support. Once you have it, you can go outside of Russia and apply for a Russian business visa. But I recommend to check with the agency also before you order.

3. No.

3b. Yes.

3c. The Russian company that will employ you should be able to sort this out. Normally, if you have a work permit, you don't need to change your visa or something

4. Well yes, but what is the problem living in Russia for 6 months, then leaving for a nice weekend holiday somewhere in Tallin (Estonia) and then coming back to your apartment in Moscow? Also, many people buy property to rent it out later -- it is a good source of income at the moment, prices go up 20% every year.

5. It doesn't change anything unless you want to get a permit of staying, which is actually more complicated that just having "standard" business visas all the time.

Thank you so much for the replies, Dmitri. I really appreciate this information and it is very helpful!

I have one other question: can I arrive on a business visa and then enroll in (academic) classes while over there? Or is that not possible?

It is good to hear that just a jump over to Tallinn (which I hear is gorgeous) is all that would be needed in the case of having to change visas (or owning property!). I assumed a $1000 flight back to the USA with a long waiting period would be involved. Glad that isn't necessary.

Also pleased to hear that the business visa does not necessarily correlate to receiving a salary while over there. For some reason I assumed it would.

Finally, one last question: can an American company arrange a work permit if they do not have offices in Russia yet? Is there a way to find out more about that?

Katya, that depends on your classes -- you can ask them if they will accept you with a business visa or not.

As for the work permit, it will work as everything in Russia: everything is possible, but with a little bit of "effort". If this company is willing (or is considering necessary) to make this effort, then they will get the work permit, if not -- not. One thing for sure is that it's not easy to get one.
