The busiest period in St. Petersburg is Summer (June - August), during this time accommodation prices go about 50% higher.
Most of the standard hotels in St Petersburg are quite overpriced. Generally, a single or a double room in a 5-star hotel costs from $250 and higher. A room in a 3-star hotel costs about $70 and in most of the cases it'll be worse than what you'd expect for the money. The cheapest single rooms are $30-$40, double - $40-$70, this kind of rooms are most of the time low quality, however there are some not bad options sometimes.
A normal hotel room (either in moderately priced or inexpensive hotels) usually has a TV, a phone, a bathroom with a shower, a sink, a toilet, and sometimes a bath. Some of the rooms cheaper than $30 may not have a private bathroom. The check-out time is usually 12 afternoon in most hotels.
There are three hostels in St Petersburg, and they offer a bed in a dorm room from $14 and higher. However, those hostels lack a relaxed, friendly and partying atmosphere of some European hostels.
The best accommodation option is bed & breakfast or private mini-hotels. The rooms in such places are usually cleaner and better designed than in normal "big" hotels, staff is much more polite, and there's personal approach in everything (which doesn't mean breaching your privacy, but dealing with your requests more efficiently). It's possible to get a bed in bed & breakfast for $15-$30, while a nice comfortable room in a private hotel will cost $50-$100 per night.
If you want more privacy,or get a better feel of the life in the city, a good choice may be renting an apartment. There are a lot of short-term rental agencies in St. Petersburg. Usually, prices start at $40 / night for the simpliest apartment in city center to $150 / night for a fancy apartment on Nevsky Prospekt (a good way to save some money and get 5-star luxury).
The best location to live in St. Petersburg for a traveler is Nevsky Prospekt street (or around) and some areas around Italianskaya and Inzhenernaya street, Griboedova Channel (near Kazansky Cathedral), and Moika river embankment (close to Hermitage, traditionally the most expensive and elite area of St. Petersburg.)
